Title : Constructing An Empowered Graduate Learning Ecosystem: Libraries As Catalysts (Nep 2020)

Abstract :

The National Education Policy 2020 (NEP 2020) signifies a paradigm shift in India's approach to higher education, with the objective of developing inclusive, transdisciplinary, and globally competitive academic ecosystems. This article examines NEP 2020's revolutionary implications for graduate education, focusing on constitutional values, institutional practices, and policy alignment. Drawing on current empirical studies and policy assessments, the paper looks at how the policy's emphasis on academic freedom, research culture, internationalization, and digital integration affects graduate students' educational routes in India. Furthermore, the essay examines the shifting roles of libraries and information centres as critical infrastructural and pedagogical facilitators in this transition. The study examines relevant frameworks such as the Academic Bank of Credits (ABC), multidisciplinary exit options, and the establishment of the National Research Foundation (NRF), identifying both opportunities and structural constraints in implementing equitable and future-oriented higher education reforms. It also outlines critical gaps in digital infrastructure, library modernization, and stakeholder capacity that must be addressed in order for the strategy to achieve its revolutionary potential. The study then recommends strategic interventions and collaborative frameworks for governments, educational institutions, and digital resource agencies to build an empowered graduate learning ecosystem based on the concepts of constitutional morality and lifelong learning.
